The Department of Inner-City Emergency Response provides basic emergency preparedness training for youth 13-17 yrs old, as well as children with disabilities. The Junior Emergency Team Training program strives to educate youth in the Greater-Houston area and surrounding counties about the importance of emergency preparedness.

The program was designed with influence from the Citizen Corps derived volunteer initiative, CERT. The Junior Emergency Training Program encourages youth to be prepared for various disasters and emergencies, as well as encouraging them to become volunteers in their community.
